Teammates fulfill solicitation needs, address competency gaps, and enrich offerings with unique features or innovations. Selecting teammates requires care as it alters the financial, operational, and risk profile of your solution. The Capture Manager identifies potential teammates, evaluates their fit and impact on the solution, and proposes them for teaming consideration.

Capture managers usually prefer using the company's AVL/ASL (Authorized Vendor List or Authorized Supplier List) first due to familiarity, ease, and perceived low risk. If these lists don't yield a suitable teammate, many immediately rely on Deltek. Often, they neglect consulting colleagues, internal capture archives, or utilizing free Government-provided websites and databases for research and analysis.

Combining government-provided websites, databases, and open-source data from company websites (hierarchy, earnings call transcripts, contract data, operating locations, etc.), Capture Managers can create strong teaming options for consideration.

Some websites and databases that capture managers can utilize include:

·       System for Award Management (SAM) – SAM is a good place to begin identifying potential teammates and conduct an entity search. SAM contains a comprehensive list of current, registered federal contractors authorized to conduct business with the Government.

·       SBA Dynamic Small Business Search (DSBS) - Similar to SAM, this system is tailored to small businesses and offers "next level" company data, including Quality Assurance Standards.

·       US Government Accountability Office (GAO) Protest Docket - This system catalogues all protests, both current and decided. Capture Managers can use the protest docket database to assess teammate pipelines and backlog.

·       US Securities and Exchange Commission (SEC) Electronic Data Gathering, Analysis, and Retrieval system (EDGAR) – All company and financial data required to be submitted to the SEC is archived and accessible here.

·       US Patent and Trademark Office – This site enables research on company trademarks, service marks, and patents. Trademarks are specifically managed through the Trademark Electronic Search System (TESS).
